A Study on Welfare Contradiction (Welfare Paradox): Centered on the Project Hope (a public work program)

Abstract
This paper aims at the explanation of welfare contradiction (or welfare paradox) in Korean welfare programs, focusing on the Project Hope (a public work program). Welfare contradiction was discussed in the Western countries which includes the three main functions of legitimation, accumulation and system-maintenance which cannot be harmonized. It means that if one function was emphasized, the other functions should be ignored. This was discussed in the macro level. This paper enlarges the concept to the micro level, in other words, to Korean welfare program, which is the Project Hope. This paper defines welfare contradiction as follow: even though the original goal is A (in some cases both A and B), the effect of a program results in either A or B (in some cases neither A nor B), considering social cost. The Project Hope contributed to short-term employment and economy-activation in community, which were the positive effect based on the support of finance. It means that if the support of finance stops, the positive effect goes off. The achievement of the Project Hope could be overvalued by the government which lead to the overestimation of the welfare project. This paper tries to find the welfare contradiction in the Project Hope program.
